Analysis of how the U.S. criminal justice system has affected the use of drugs and treatment for drug abuse, and examination of how the federal, state, and local police organizations plan, implement, and coordinate policies and procedures for combating the use of illegal drugs, in particular on the "War on Drugs." The New York State Penal Laws (Rockefeller Drug) will be discussed in depth.
